Conditions / Refusal Reasons
That, having regard to the restricted size and layout of the plot and the position of the proposed dwelling in close proximity to the front boundary, the proposal would result in an uncharacteristically cramped appearance when compared to the prevailing character of the locality. Furthermore, the shallowness of the site frontage restricts the available space to be able to successfully retain hedges close to proposed built form and to provide sufficient space for significant landscaping that would be able to assimilate the proposed dwelling into its surroundings, resulting in harm to the visual amenity and landscape character of the locality. The proposal is contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, Policies CH C1 and CH H1 of the Chinnor Neighbourhood Plan and advice within the South and Vale Joint Design Guide 2022 and the National Planning Policy Framework.
That, having regard to the proximity of the proposed dwelling to the southern boundary, the proposal would have an overbearing and oppressive impact on the neighbouring property, No. 26 Greenwood Avenue thereby detracting from the standard of residential amenities enjoyed by its occupiers, contrary to Policy DES6 of the South Oxfordshire Local Plan 2035, Policies CH C1 and CH H1 of Chinnor Neighbourhood Plan and the South and Vale Joint Design Guide 2022.
