Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development shall be carried out in accordance with the measures to prevent the potential for damage to subsurface potable water infrastructure approved under application P23/S0967/DIS. Reason: To ensure that the development does not impact on local underground water utility infrastructure in accordance with Policies INF4 and ENV11 of the South Oxfordshire Local Plan 2035.

The development shall be constructed and maintained in accordance with the Source Protection Strategy approved under application P23/S0993/DIS. Reason - To ensure that the water resource is not detrimentally affected by the development in accordance with Policies INF4 and ENV11 of the South Oxfordshire Local Plan 2035.

Piling using penetrative methods shall be carried out in accordance with the Piling Method Statement approved under application P23/S0994/DIS. Reason: To ensure that the proposal does not harm groundwater resources in accordance with Policies INF4 and ENV12 of the South Oxfordshire Local Plan 2035.

The external surfaces of the buildings shall be constructed in accordance with the details approved under application P23/S2024/DIS. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Prior to any development above slab level, a detailed lighting scheme including a programme for its delivery, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be implemented in accordance with the approved scheme. Reason: To minimise the impacts of development on the surrounding landscape in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035. Related application(s): P25/S1892/DIS

Prior to occupation, a detailed planting scheme for the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority. These details shall include schedules of new trees and shrubs to be planted (noting species, plant sizes and numbers/densities), the identification of the existing trees and shrubs on the site to be retained (noting species, location and spread), and an implementation programme. The scheme shall be implemented prior to the first occupation or use of the development hereby approved and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035. The following windows shall be glazed in obscure glass with a minimum of level 3 obscurity and shall be fixed shut with the exception of a top hung openable fanlight (or other means of opening to be first agreed in writing by the Local Planning Authority) prior to the first occupation of the relevant plot: - First floor en-suite in plot 24 (south elevation) - First floor bathroom in plot 39 (north elevation) - First floor stairwell serving plots 39 and 40 (north elevation) - First floor rear windows in commercial building (west elevation) The windows shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

The privacy screens on the balconies of Plots 4, 5, 6, 7, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27 and 28 shall be provided prior to the first occupation of the relevant plot. The screens shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of development the access shall be constructed in accordance with the approved plan 21245-MA-XX-XX-DR-C-0001 - P07. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved plan 21245-MA-XX-XX-DR-C-0001 - P07 shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development shall be carried out in accordance with the measures outlined in the Construction Traffic Management Plan approved under application P22/S3251/DIS and shall be maintained throughout the course of the construction of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of the development a Travel Information Pack shall be submitted to and approved in writing by the Local Planning Authority. Thereafter a copy of the approved Travel Information Pack shall be provided to each dwelling on its first occupation. Reason: To promote the use of non car modes of transport in accordance with Policies TRANS2 and TRANS4 of the South Oxfordshire Local Plan 2035.

The tree protection measures approved under application P21/S0642/DIS shall be kept in place during the entire course of the construction of development. Reason: To safeguard trees which are visually important in accordance with Policies DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035.

The development shall be implemented and managed in accordance with the Biodiversity Enhancement, Landscape and Ecology Management Plan approved under application P21/S4269/DIS. Reason: To ensure the enhancements for habitats and species on the site are delivered and managed appropriately in the long term in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.

The development shall be implemented in accordance with the foul water drainage strategy approved under application P23/S0966/DIS and shall be complete before the first occupation of the development. Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.

The development shall be implemented in accordance with the surface water drainage strategy approved under application P23/S0992/DIS and shall be complete before the first occupation of the development. Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.

The development shall be implemented in accordance with the air quality mitigation measures approved under application P23/S0969/DIS. Reason: Due to the location and the size of the approved development and the sensitivities within the area to ensure satisfactory standards of air quality for future residents of the approved development and surrounding residential properties in accordance with Policy EP1 of the South Oxfordshire Local Plan 2035.

The development shall not be occupied until the remediation strategy approved under application P23/S1020/DIS has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035. The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policies ENV12 and DES6 of the South Oxfordshire Local Plan 2035.

No development shall take place in relation to the commercial element of the approved development until a detailed prediction of the noise produced has been submitted to and approved, in writing, by the Local Planning Authority. The report must be prepared in accordance with BS4142 (2014) Method for rating industrial and commercial sound'. The report should include: - A large scale plan of the proposed development - Noise sources and measurement/ prediction points marked on plan - Noise levels produced by noise sources (e.g. air conditioning units, refrigeration plant etc. at the nearest noise sensitive location - The rating level of the noise for tonal and intermittent noise - The times of operation of the equipment - The background noise level at the nearest noise sensitive location - Details of noise mitigation measures proposed - Description of noise calculation procedure - Comparison of noise levels with appropriate criteria Where necessary, following approval of the noise assessment the applicant must submit a detailed scheme to control the noise which must be approved in writing by the Local Planning Authority. The approved scheme must then be implemented and maintained for the duration of the development. Reason: To ensure that the development is not unneighbourly in accordance with Policies ENV12 and DES6 of the South Oxfordshire Local Plan 2035.
