Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 20059-191 D, 20059-exbp, 20059-100, 20059-200A, 20059-202A, 20059-190D, 20059-201B and 20059-205A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Prior to any works starting on site, a Construction Method Statement for great crested newt (GCN) shall be submitted to and approved in writing by the Local Planning Authority. This shall be produced by a suitably qualified ecologist and shall describe Reasonable Avoidance Measures to be employed during construction to avoid impacts on any GCN dispersing across the site, including: a) Appointment of an Ecological Clerk of Works, who will give a toolbox talk to all contractors at the outset of works; b) Rules for siting and storage methods of building materials and site waste to minimise risks of GCN using them as temporary refugia (such as use of pallets for materials storage, avoidance of storage on grass and vegetated garden areas, and prompt removal of waste). c) Procedure to be followed if a newt is discovered during works. The approved Construction Method Statement shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: To avoid impacts on protected species during construction, in line with Policy ENV2 of the South Oxfordshire Local Plan. Related application(s): P24/S3987/DIS

Within 2 months of the removal of the southern end of the existing building, details (including specification, position, height, orientation) of a scheme of biodiversity enhancements to be provided shall be submitted to and approved in writing by the local planning authority. The scheme shall be designed in conjunction with a suitably qualified ecologist and bird/bat boxes shall be integrated into the fabric of the development where possible, or otherwise attached securely to the building. A minimum number of biodiversity enhancement features shall be provided onsite as follows: one bird box for house sparrow Passer domesticus, one integrated bat box. Thereafter, the development shall be implemented in accordance with the approved details and all features provided prior to first use of the new dwelling. Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV2 of the South Oxfordshire Local Plan and paragraphs 180 and 186 of the NPPF Related application(s): P24/S3987/DIS

No external lighting shall be installed on the site other than in accordance with a detailed lighting strategy, which has first been submitted to and approved in writing by the Local Planning Authority. Details shall include: a) Details of all the equipment uses, specific lamps, luminaries and columns with images. b) For each luminaire a full technical specification (e.g. wattage, colour rating) c) Isolux diagrams overlaid over the site and adjacent areas d) Details of lighting operation hours Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, with the exception of any demolition, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The drainage scheme shall include details of any necessary soakage testing, method, levels, size, position and construction of the drainage scheme. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035. Prior to occupation of the development hereby permitted the proposed means of access onto the B4009 is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved plan 20059/205, Rev A shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, except for any site clearance and demolition, a detailed plan of the parking area, showing provision for two car parking spaces together with details of how the area shall be surfaced and drained in accordance with sustainable drainage (SuDS) principles, shall be submitted to and approved in writing by the Local Planning Authority. The parking area shall be implemented in accordance with the approved details prior to the first occupation of the dwelling and the spaces shall thereafter be retained unobstructed except for the parking of vehicles associated with the development. Reason: In the interests of highway safety and in order to ensure that the development does not increase the risk of flooding, in accordance with Policies TRANS5 and EP4 of the South Oxfordshire Local Plan 2035. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), no extensions, roof extensions or outbuildings falling within Schedule 2, Part 1, Class A, B or E of the Order shall not be erected within the site without obtaining planning permission from the Local Planning Authority. Reason: To safeguard the character of the area, the setting of heritage assets and protected species in accordance with Policies DES1, DES2, ENV1, ENV6 and ENV7 of the South Oxfordshire Local Plan 2035.
