The proposed development is unacceptable in principle because it would fail to fall within the definition of infill development as set out in Policy H16 of the South Oxfordshire Local Plan 2035 and it would result in the consolidation of loose-knit development at the edge of the settlement and would detract from the character and appearance of the locality, which lies within the Chilterns National Landscape. As such, the proposal would be contrary to policies H16, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035 and paragraphs 182 and 183 the National Planning Policy Framework (December 2023).
Insufficient information has been submitted to fully assess the impact of the development on ecology and protected species and demonstrate that the development can deliver sufficient biodiversity net gain contrary to policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
