Prior to the commencement of any works, a Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority. The approved CTMP shall be implemented prior to any works being carried out on site and shall be maintained throughout the course of the development. The CTMP shall also state that no deliveries of plant or materials will take place between the hours of 0730 - 0930 and 1600 - 1800. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035. Prior to occupation of the development, a detailed plan showing the parking allocation in relation to each of the proposed apartments is required to be submitted to and approved in writing by the Local Planning Authority. Thereafter the allocated car parking spaces shall be maintained and retained at all times specifically for the use of those apartments. Reason: In the interests of highway safety and to ensure the provision of adequate car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035. Prior to commencement of any alterations to the parking layout, details of cycle parking to be provided in accordance with the Council's adopted standards, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the agreed cycle parking shall be provided before first occupation of the development and be maintained and retained all times. Prior to occupation of the development Travel Information Pack shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, upon first occupation, the first residents of each dwelling shall be provided with a copy of the approved Travel Information Pack. Reason: To promote travel to and from the site by walking, cycling and public transport, in the interests of sustainability and in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035. All properties shall be designed, constructed and maintained to protect the residents of the development from the external noise environment in accordance with mitigation measures detailed in the noise report from Pace Consult on 29th April 2024, including the specification of glazing and the layout of the rooms within the structure, prior to the first occupation of the development. Reason: To protect the amenity of future occupiers in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

The occupation of the residential units authorised by this Prior Approval shall not commence until the operational development (dormer windows, roof terraces and rooflights) shown on the drawings approved pursuant to planning permission ref P23/S4371/FUL dated 19th April 2024, have been completed and thereafter retained as such. Reason: In the interests of visual and residential amenity in accordance with Policies DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
