Given the design, scale and position of the dormer window the proposals would form a prominent feature on the existing period dwelling. Large flat roof dormer windows of this type and size are uncharacteristic of the existing property and the surrounding Article 4 conservation area. The proposed development would have a negative impact upon the character and appearance of the existing property, pair of semi detached dwellings, site and surrounding Henley - St Mark's Road Article 4 Conservation Area. As such, the proposed would be contrary to Policies STRAT1, HEN1, DES1, DES2 and ENV8 and ENV8 of the South Oxfordshire Local Plan 2035, policy DQS1 of the JH&HNP, advice from the South Oxfordshire & Vale of White Horse Joint Design Guide 2022 and Government guidance set out in the National Planning Policy Framework.
The side facing second floor window across the northeast elevation of the dormer window proposed, due to it position and opening mechanism would afford opportunities for overlooking into the private rear gardens of the adjoining neighbour, number 46 St Mark's Road. The development proposed would result in an unacceptable level of herm to the amenity of the adjoining neighbour in terms of privacy contrary to policies DES6 and H20 of the STRAT1, HEN1, DES1, DES2 and ENV8 and ENV8 of the South Oxfordshire Local Plan 2035, policy DQS1 of the JH&HNP, advice from the South Oxfordshire & Vale of White Horse Joint Design Guide 2022 and Government guidance set out in the National Planning Policy Framework.
