The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2638-100-01-P3, 2638-50-02-P1, SB308_030.1, 2638-90-01-P4, 2638-30-03-P3, 2638-30-05-P3, 2638-20-01-P2, 2638-30-04-P3, 2638-20-02-P2, SB308_004, SB308_005, SB308_001.1, 1349-1_PL-1, 2638-50-03-P3, 2638-30-15-P3, 2638-50-01-P3, 2638-30-06-P3, 2638-90-02-P3, 2638-20-03-P1 and SB308_003.1, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The tree protection details as set out within the submitted Advanced Arboriculture, Arboricultural Report dated May 2024 and shown on the approved Arboricultural Method Statement Plan and Tree Protection Plan contained within this document shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of any site works or operations, including demolition and site clearance relating to the replacement of the detached residential outbuildings to the rear of the plot hereby permitted, an Arboricultural Method Statement and accompanying Tree Protection Plan shall
be submitted to and approved in writing by the Local Planning Authority. Written approval must be obtained prior to commencement of any site works. The Arboricultural Method Statement must include the following:
(1) A specification of any pruning or tree surgery works to any trees to be retained, to prevent accidental damage by construction or demolition activities. It is important at this site that the proposed pruning of the yew tree (T4) is consistent with the tree pruning specification detailed on other submitted plans (see Trees and Outbuilding Plan ref - Sam Butler).
(2) A specification of the foundation design demonstrating absolute minimal soil excavation, soil compaction or soil contamination within the root protection area of the adjacent trees. It is acknowledged that the submitted AMS has specified a screw pile foundation. Full details of the foundation design (shown in cross section plans) are required to demonstrate there would not be a requirement for excavation below the existing ground level within the RPA of trees shown to be retained.
(3) The route and method of installation of any underground services in the RPA of retained trees; Consideration will be made to avoid siting of utilities and service runs within the Root Protection Area (RPA) of all trees to be retained. Only where it can be demonstrated that there is no alternative location for the laying of utilities, will encroachment into the RPA be considered. Methodology for any installation works within the RPA will be provided and must be in compliance with the current edition of NJUG 'Guidelines for the planning and installation and maintenance of utility apparatus in proximity to trees'.
(4) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; and
(5) The details and method of construction of any other structures such as boundary walls in the RPA of retained trees and how these relate to existing ground levels.
Thereafter the development shall be carried out in accordance with the approved details with the agreed measures being kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

P25/S1683/DISThe landscaping scheme as shown on the approved plan SB308_003.1 shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings within the setting of the listed building and retain the green character of the site inside of the conservation area in accordance with Policies ENV6, ENV7, ENV8, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
That those buildings shown to be demolished on the plans accompanying the application shall be demolished, and any demolished material which is not to be utilised in the new development shall be removed from the land, before development relating to the proposed residential outbuilding hereby permitted commences, and this provision shall apply unless an alternative scheme for the phased demolition of the building(s) and removal of materials is first submitted to and approved in writing by the Local Planning Authority.
Reason: To secure proper planning of the historic environment and to ensure satisfactory comprehensive development in accordance with Policies STRAT1, HEN1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of the development above slab level hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority.
Reason: To secure proper planning of the historic environment and in the interests of the visual appearance of the development in accordance with Policies STRAT1, HEN1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

submitted Written Scheme of Investigation (Thames Valley Archaeological Services - Ref: 23e197wb, dated 27th December 2023, rev 17th March 2024). Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork.
Reason - To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with the NPPF (2023) and Policy ENV9 of the of the South Oxfordshire Local Plan 2035.
