Pennyford House is a detached dwelling on a good sized plot arranged within a cluster of similar properties within a lose knit pattern of development lying to the north east of Stoke Row Road within the built up limits of Peppard Hill. The dwellings fronting Stoke Row Road on either side are generally set back from the adjoining highway, with good sized gardens to the front. The plot contains a number of mature trees along the front boundary which are protected by a number of Tree Preservation Orders. The site is raised in relation to the adjoining highway and is highly visible from public vantage points inside of the Chilterns National Landscape (formerly AONB) and goes some way to inform the green and semi rural character of area. The 1.8 metre high timber boarded fence running the length of the front boundary, due to its form, scale, massing, appearance and positioning at the front of the plot on top of the raised verge, would obstruct views into and across the site and would appear large and overbearing when viewed from the adjoining highway. The development would form an incongruous and prominent feature across the plot, which would detract from the semi rural character of the plot, landscape character of the settlement and surrounding Chilterns National Landscape. The development would result in an unacceptable level of harm to the character of the existing site and to the wider character of the surrounding area. As such, the proposal would be contrary to polices STRAT1, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035.
