This is on the grounds that the proposed free-standing pieces of play equipment do not constitute operational development as defined by Section 55 of the Town and Country Planning Act 1990, and the proposed conga drums piece of play equipment would be so minor as to be de minimis and as such fall outside the scope of the planning system.
