Section 55 of the Town and Country Planning Act 1990 states that it is not development if the proposed works do not materially affect the external appearance of the building. The change in wooden window frames to UPVC would be materially different and affect the external appearance of the building, and therefore, would be deemed development.
According to Land Registry data, The Village Hall is owned by Diocesan Trustees (Oxford) Limited and not the Parish Council, therefore, the proposed works cannot be considered under Schedule 2, Part 12 of The Town and Country Planning (General Permitted Development) (England) Order 2015.
The Village Hall does not appear to fall within a specific part of Schedule 2 and therefore the proposed works cannot be considered under Permitted Development.
The most relevant section would be Part 7, Class A - Non-domestic extensions, alterations etc. Development is not permitted by Class A if any alteration would be on article 2(3) land. The village hall is situated within both, North Moreton Conservation Area and North Wessex Downs National Landscape (formally AONB).
Planning permission is required for the proposed alterations.
