Within three months of the date of this permission, an Earthworks Implementation Plan (EIP) providing details of earth movements, soil storage and soil laying on site within all public open spaces within parcels A, B, C, D and E as identified on plan CSA/5586/SK02 rev E, shall be submitted and approved in writing by the LPA. The EIP shall confirm how the soil will be managed to provide a suitable growing medium for each type of new planting hereby approved within the public open spaces. That all trees to be planted within hard surface areas shall be planted in the first planting season prior to the first occupation of the closest approved building. The trees must be planted into site specific tree pits. The tree pits are to be a crated pit design that incorporates technology that will enable tree/s to successfully grow in hard surface environments. The pits must provide the significant quantities of growing medium required to allow the trees to become established and grow on to maturity, sustaining the trees in a healthy condition and allow for ease of maintenance.
Tree planting and tree pits shall be implemented in accordance with the details which have been approved under condition discharge application number P23/S2701/DIS identified on plans:

In the event of any of the trees so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree of a species first approved by the Local Planning Authority, be planted and properly maintained.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the rear garden of plots 125, 126, 127, 128, 131, 136, and 137 of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority.
Reason: To safeguard the amenities of the occupiers of the adjoining properties and the character of the area in accordance with Policies DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
The vision splays shown on the approved plan 22-0179-SK07 Rev F shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 600mm as measured from carriageway level.
Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Notwithstanding the submitted information all lighting in site shall be specified at between 2700 and 3000 Kelvin.
Reason: To respect the rural interface with the AONB and bat presence on site in accordance with policies ENV1 and ENV3 of the South Oxfordshire Local Plan 2035
Notwithstanding the provisions of Class A of Part 1 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (or the equivalent provisions of any order revoking and re-enacting that Order), the garages and cycle stores forming part of the development shall be retained for parking vehicles and cycles at all times and shall not be adapted to be used for any other purpose. The parking areas shall be provided before first occupation of the property to which it relates and be maintained and retained all times.
Reason: In the interests of highway safety and to ensure the provision of adequate car and cycle parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The development hereby permitted shall take place not later than 2 years from the date of approval of the last of the reserved matters to be approved.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall comprise no more than 150 dwellings.
Reason: To define the parameters of the permission
The reserved matters application shall be accompanied by a Design Code, as approved by the local planning authority under application P22/S1275/DIS. The reserved matters application shall demonstrate how it accords with the Design Code.
Reason: To ensure the design quality of the development in accordance with policy DES1 of the South Oxfordshire Local Plan 2035.
The biodiversity enhancement measures set out in the Biodiversity Enhancement Plan (BEP) approved with the Reserved Matters application P22/S3532/RM shall be developed on site and retained in accordance with the approved details. All enhancements shall be delivered prior to the final occupation of the development.
Reason: To ensure that there is no net loss of biodiversity, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035.
The Landscape Management Plan for the soft landscaping works approved with the Reserved Matters application P22/S3532/RM shall be adhered to. The schedule and plan shall be implemented in accordance with the agreed programme.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035
The noise mitigation measures to protect future residents from noise from the adjacent B4016 approved with the Reserved Matters application P22/S3532/RM shall be adhered to. The development shall be built in accordance with the approved scheme prior to first occupation of any of
the dwellings to which the noise mitigation relates. The approved mitigation measures shall be retained thereafter.
Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.
The development shall be carried out in accordance with the site-wide bat mitigation strategy, approved with the Reserved Matters application P22/S3532/RM.
Reason: To protect the important species on site, in accordance with Policy ENV2 of the South Oxfordshire Local Plan 2035 .
The Construction Environmental Management Plan for Biodiversity submitted with and approved with the Reserved Matters application P22/S3532/RM shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
Reason: To ensure that there is no net loss of biodiversity, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035.
The Energy Statement approved under application P23/S3098/DIS shall be implemented during the course of development.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
The detailed surface water drainage scheme approved under application P23/S3098/DIS shall be adhered to throughout the course of development. No dwelling shall be occupied until the surface drainage works to serve that dwelling have been carried out and completed in accordance with the approved details.
Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035 .
The detailed foul water drainage scheme approved under application P23/S3098/DIS shall be adhered to throughout the course of development. The development shall be carried out in accordance with the approved details and no dwelling shall be occupied until the foul water drainage works to serve that dwelling have been completed.
Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035
The ConstructionTraffic Manamagement Plan approved by application P23/S1737/DIS shall be implemented prior to any works being carried out on site and shall be maintained throughout the course of the development.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
In accordance with the Written Scheme of Investigation approved by application P23/S1194/DIS, a programme of archaeological mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the local planning authority within two years of the completion of the archaeological fieldwork.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 of the South Oxfordshire Local Plan 2035.
No operations shall take place within the construction exclusion buffer zone as shown on the parameter plan unless previously notified to and authorised in writing by the local planning authority. Such operations shall take place strictly as approved. Any unauthorised operations which take place within the construction exclusion buffer zone shall cease immediately and be reported in writing within 2 working days to the local planning authority.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035
Prior to the first occupation of each dwelling hereby approved, a verification report shall be submitted to and approved in writing by the local planning authority. The verification report shall demonstrate (with photographic evidence) that the energy efficiency measures approved in the energy statement for that dwelling have been implemented in accordance with the approved energy statement. These measures shall be retained and maintained as such thereafter in accordance with the energy statement and verification report.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.

Reason: To ensure satisfactory standards of air quality for residential occupiers in accordance with Policy EP1 of the a South Oxfordshire Local Plan
The scheme of electric vehicle charging points for each house shall be implemented as approved by application P23/S2140/DIS and retained thereafter.
Reason: To ensure sustainable forms of transport are provided in accordance with Policy DES8 of the of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the development hereby permitted, details of the means by which the dwellings may be connected to the utilities to be provided on site to facilitate super-fast broadband connectivity shall be submitted to and approved in writing by the local planning authority. The development shall be carried out in accordance with the approved details.
Reason: In accordance with Policy INF2 of the South Oxfordshire Local Plan 2035
Prior to occupation of the dwellings hereby permitted the proposed means of access onto the B4016 shall be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken.
Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Before any of the initial 70 dwellings hereby permitted are first occupied, the estate roads and footpaths (except for the final surfacing thereof) serving those 70 dwellings shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with Oxfordshire County Council's specifications.
Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The proposed vehicular accesses, driveways and turning areas shall be constructed, laid out, surfaced and drained in accordance with the details approved by application P23/S3098/DIS, prior to first occupation of any dwellings.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy TRANS51 of the South Oxfordshire Local Plan 201135.
The travel plan approved by application P23/S1737/DIS shall be implemented upon occupation of the first dwelling and thereafter updated upon 50% occupation (75th dwelling). It shall be monitored and reviewed in accordance with details to be set out in the approved plan.
Reason: To promote the use of non car modes of transport in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035.
Any piling shall be undertaken in accordance with the terms of the piling method statement approved by P24/S0663/DIS.
The dwellings hereby approved shall meet the following requirements:
· all affordable housing and at least 15% of market housing shall be designed to meet the standards of Part M (4) Category 2:
accessible and adaptable dwellings;
· at least 5% of affordable housing dwellings shall be designed to meet the standards of Part M (4) Category 3: wheelchair accessible
dwellings; and
· all affordable housing and 1 and 2 bed market housing dwellings shall be designed to meet the Nationally Described Space
Standards.
Upon completion of the development evidence of construction to these standards shall be provided to the local planning authority if requested.
Reason: To ensure the affordable housing meet the required standards in accordance with Policy H11 of the South Oxfordshire Local Plan 2035
Construction works shall take place only between 07.30 and 18.00 on Mondays to Fridays, and between 08.00 and 13.00 on Saturdays. Construction works shall not take place at any time on Sundays or on Bank or Public Holidays.
Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
No more than 50 dwellings shall be occupied until confirmation has been provided that either:
· All water network upgrades required to accommodate the additional flow have been completed; or
· A development and infrastructure phasing plan has been agreed with Thames Water to allow additional development to be occupied. Where a development and infrastructure phasing plan is agreed no occupation of those additional dwellings shall take place other than in accordance with the agreed development and infrastructure phasing plan.
