The development to which this permission relates must be begun not later than 24 September 2024. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 (High Quality Design), ENV1 (Landscape and Countryside) and STRAT1 (Overall Strategy) of the South Oxfordshire Local Plan 2035.

The residential accommodation hereby permitted shall not be occupied at any time other than for purposes ancillary to the operation of the equine and veterinary business use. Reason: As the separate occupation of the accommodation would represent an unsustainable location for general housing and result in inadequate standards of amenity and privacy in accordance with Policies STRAT1 (Overall Strategy) and H1 (Housing) and DES5 (Amenity) of the South Oxfordshire Local Plan 2035.

Prior to commencement of any development other than demolition works, the existing means of access onto the highway shall be improved and laid out and constructed as shown on the approved plans 8190227/6102 (excluding the details of the passing places) and in accordance with PL.0106_REV_B showing the location of the passing places, strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. The final wearing surface of the new passing places, and improved entrance as shown on drawing 8190227/6103, shall be constructed prior to the first use and occupation of the development. Reason: In the interest of highway safety in accordance with Policies DES1 (High Quality Design), STRAT1 (Overall Strategy) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved plan 8190227/6102 previously approved under planning permission P19/S2405/FUL shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policies STRAT1 (Overall Strategy) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan Block Plan Proposed Dwg PL.0109 and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies STRAT1 (Overall Strategy) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

The off-site highway works shown on approved plans 8190227/6102 and 8190227/6103 previously approved under planning permission P19/S2405/FUL or as otherwise agreed in writing with the Local Planning Authority shall be implemented in full before the first use of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority. Reason: In the interest of highway safety in accordance with Policies STRAT1 (Overall Strategy) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

The hard and soft landscaping of the site shall be implemented in accordance with the details approved under application P23/S2911/DIS prior to the first use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings and avoid harm to the landscape in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity) and ENV11 (Pollution) of the South Oxfordshire Local Plan 2035.

The construction environmental management plan (CEMP Biodiversity) shall be adhered to and implemented throughout the construction period strictly in accordance with the details approved under application P23/S2911/DIS. Reason: To ensure that the approved development does not have an adverse impact on the special interest of nearby Lambridge Wood Site of Special Scientific Interest and designated Ancient Woodland, in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity) and ENV11 (Pollution) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented strictly in accordance with the barn owl mitigation strategy (BOMS) approved under application P23/S2911/DIS. Reason: To protect the important species on site, in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity) of the South Oxfordshire Local Plan 2035.

The biodiversity enhancements shall be delivered on site in accordance with the details approved under application P23/S2911/DIS prior to the first use of the development. Reason: To secure net gains for biodiversity, in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity) of the South Oxfordshire Local Plan 2035.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. No illumination of the adjacent SSSI/ancient woodland edge would be permitted. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity), ENV11 (Pollution) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

The development shall be carried out in accordance with the contaminated land risk assessment and remediation strategy approved under application P23/S2911/DIS. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 (Pollution - Impact from Existing and/or Previous Land Uses on New Development) of the South Oxfordshire Local Plan 2035.

The development shall not be occupied until the remediation strategy approved under application P23/S2911/DIS has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 (Pollution - Impact from Existing and/or Previous Land Uses on New Development) of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be carried out in accordance with the surface water drainage details approved under application P23/S2911/DIS prior to the first occupation of the development hereby approved. Reason: To prevent pollution and flooding in accordance with Policies ENV11 (Pollution - Impact from Existing and/or Previous Land Uses on New Development), ENV12 (Pollution - Impact of Development on Human Health, environment or local amenity), INF4 (Water Resources) and EP4 (Flood Risk).

The development hereby approved shall be carried out in accordance with the foul water drainage scheme approved under application P23/S2911/DIS prior to the first occupation of the development hereby approved. Reason: To prevent pollution in accordance with Policies ENV11 (Pollution - Impact from Existing and/or Previous Land Uses on New Development), ENV12 (Pollution - Impact of Development on Human Health, environment or local amenity), INF4 (Water Resources) and EP4 (Flood Risk) of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be constructed in accordance with the approved Energy Statement documents as follows: Grange Farm (Equine) BREEAM Assessment (P1893-BREEAM-01) dated 15 May 2021 and Grange Farm Energy (Equine) Strategy (P1893-ENE-P21-S0361-FUL-R01-v2) dated 4 June 2021 prepared by Quinn Ross Energy. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
