The proposed development due to its associated use, scale, height, design and siting would fundamentally and harmfully change the existing open and rural character of the site and the contribution it makes to the rural character of the surrounding countryside, inside of the Chilterns National Landscape (NL). The proposal would fail to conserve or enhance the landscape setting of Park Corner and the Chilterns NL, contrary to paragraphs 180 to 194 of the NPPF, Policies STRAT1, ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, and guidance contained within the council's Joint Design Guide 2022.
The existing treescape and native hedging on and surrounding the site makes a positive contribution to the rural character of the site and the surrounding countryside, inside of the Chilterns AONB. From the information submitted it has not been possible to assess whether the proposed scheme can be implemented alongside the retention of the existing trees and other landscape features which contribute positively to the existing character of the site, contrary to paragraphs 135, 136, 180, 186 and 212 of the NPPF, Policies STRAT1, ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, and guidance contained within the council's Joint Design Guide 2022.
No details have been supplied in relation to visibility splays for the proposed access in accordance with guidance using a 2.4m setback from the carriageway edge. From the information submitted it has not been possible to assess whether the proposed access would result in a risk to highway safety and to other users of the highway within the vicinity contrary to Policies STRAT1 and TRANS5 of the South Oxfordshire Local Plan 2035, and guidance contained within the council's Joint Design Guide 2022.
