Conditions / Refusal Reasons
The proposals would be inappropriate development within the Oxford Green Belt and by definition harmful. Having regard to the proposed position, scale and use of the building in what is an open part of the site the development would harm the openness of the Green Belt. There are no 'very special circumstances' that would outweigh the harm caused by virtue of inappropriateness and impact to the openness of the Green Belt. The development is contrary to Policy STRAT6 of the South Oxfordshire Local Plan 2035 and paragraph 153 of the NPPF.
The proposals would result in a small degree of harm to the setting of the adjacent Dorchester on Thames Conservation Area by virtue that it would not be in keeping with the agricultural character of the site and would introduce a prominent intrusion evoking a residential character into what is an agricultural place. No public benefit to the proposed development has been identified. The development is contrary to Policies ENV6 and ENV8 of the South Oxfordshire Local Plan 2035 and paragraphs 206 and 208 of the NPPF.
