That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 696_3_11A, 696_3_12, 696_3_13A, 696_3_14A, 696_3_21A, 696_3_22A, 696_3_23, 696_3_24, 696_3_28B, 696_3_1A, 696_3_2A, 696_3_3A, 696_3_4A, 696_3_5A, 696_3_6A, 696_3_7A, 696_3_8A, 696_3_9A, 696_3_10A, 696_3_29, 696_3_30 and 696_3_31, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies ENV1, ENV6, ENV7, ENV10, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved plan 11, Rev A shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the access, parking and turning areas shall be provided in accordance with the approved plans 28, Rev B and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development shall only proceed in conjunction with the measures contained within the approved Construction Traffic Management Plan (CTMP) under application P21/S0719/DIS. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Any new entrance gates provided shall be set back a minimum of 5.0 metres from the edge of the carriageway and shall open inwards into the site. Reason: To ensure that vehicles may wait clear of the highway while the gates are opened or closed in the interests of highway safety in accordance with Policies TRANS5 of the South Oxfordshire Local Plan 2035.

The landscaping scheme as shown on the approved plan 696/3 28 RevB shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The tree protection details as shown on the approved arboricultural impact assessment and method statement TH 1874 RevB dated 14th January 2019 and shown on the tree protection plan TH/A3/1874/TPP and the tree protection measures shown on the Services Link from North Plan 696/3/12 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in full accordance with the method statements for mitigating construction impacts on protected species and retained habitats set out in Recommendations R1 and R4 of the EcIA report submitted with the application (Ecology By Design, dated May 2024). Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To ensure adverse construction effects on protected species are avoided in line with Policy ENV2 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the new development, details (including specification, position, height, orientation) of a scheme of biodiversity enhancements to be provided as recommended in Recommendation R5 of the EcIA report (Ecology By Design, dated May 2024), shall be submitted to and approved in writing by the local planning authority. The scheme shall be designed in conjunction with a suitably qualified ecologist. A minimum number of biodiversity enhancement features shall be provided onsite as follows: three bat boxes on retained trees. Thereafter, the development shall be implemented in accordance with the approved details and all features provided prior to first use. Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV2 of the South Oxfordshire Local Plan and paragraphs 180 and 186 of the NPPF. Related application(s): P24/S3929/DIS

No dogs, except for guide dogs, shall be permitted on the site at any time. Reason: To ensure adverse effects on protected species are avoided in line with Policy ENV2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in full accordance with the External Lighting Strategy (Illume Design, Revision P01 dated 29 April 2021) Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To ensure adverse effects on protected species are avoided in line with Policy ENV2 of the South Oxfordshire Local Plan 2035.

Within 3 months of the date of this planning permission, a full surface water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the occupation of any new development and thereafter retained as such. Reason: To prevent pollution and flooding in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035. Related application(s): P24/S3751/DIS

Within 3 months of the date of this planning permission, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The drainage scheme shall include details of any necessary percolation testing undertaken in accordance with BS 6297, method, levels, size, position and construction of the drainage scheme. The development shall be carried out in accordance with the approved details prior to the occupation of any new development and thereafter retained as such. Reason: To prevent pollution in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035. Related application(s): P24/S3751/DIS

The development hereby permitted shall only be occupied as visitor accommodation and no part of the accommodation shall be occupied by the same person(s) for a period exceeding 28 days in any 90 day period and shall not be occupied as a person's sole or main place of residence. The owners/operators shall maintain an up-to-date register of the names of all the occupiers of the accommodation, as well as the dates of their arrival and departure and their contact details. This register shall be made available at all reasonable times to the local planning authority. Reason: The site lies in an area where new development is strictly controlled and the proposal has only been justified on the grounds of its public benefit to local tourism in accordance with Policies EMP10 and EMP11 of the South Oxfordshire Local Plan 2035.

There shall be a maximum of six shepherd huts on site at any one time. The shepherd huts hereby approved shall be removed from the site in the event that their use for visitor accommodation ceases. Reason: The site lies in an area where new development is strictly controlled and the proposal has only been justified on the grounds of its public benefit to local tourism in accordance with Policies EMP10 and EMP11 of the South Oxfordshire Local Plan 2035.
