By reason of the large scale, position and design of the building, the proposed development fails to achieve visual subservience to the dwelling and fails to appear sympathetic to the character and appearance of the main dwelling, street scene and wider Chilterns National Landscape. The proposed development would be contrary to Policies ENV1, H20, DES1 and DES2 of the South Oxfordshire Local Plan (2035) and the joint South Oxfordshire and Vale of White Horse Design Guide.
Owing to the scale and siting of the building, the proposed development would not have a close relationship with the existing dwelling and its position within the plot affords itself a degree of separation and its own private amenity space. The proposed building therefore exhibits too many characteristics of a new separate dwelling and appears, as submitted, a well proportioned self-contained residential unit. The proposed development would be contrary to Policies H1 and H16 of the South Oxfordshire Local Plan (2035).
This application has failed to demonstrate whether the proposed development would harm or result in the loss of any important landscape features on site which contribute to the character and appearance of the area. The development therefore fails to comply with Policy ENV1 of the South Oxfordshire Local Plan (2035).
