Conditions / Refusal Reasons
That, having regard to the restricted size and layout of the plot and the position of the proposed dwelling in close proximity to the front boundary, the proposal would result in an uncharacteristically cramped appearance when compared to the prevailing character of the locality. Furthermore, the shallowness of the site frontage restricts the available space to be able to successfully retain hedges close to proposed built form and to provide sufficient space for significant landscaping that would be able to assimilate the proposed dwelling into its surroundings, resulting in harm to visual amenity and landscape character of the locality. The proposed development also represents an overdevelopment of the site that fails to provide adequate standards of private residential outdoor amenity space for the occupants of the existing dwelling (1 Elm Drive). The proposal is contrary to Policies DES1, DES2 and DES5 of the South Oxfordshire Local Plan 2035. Chinnor Neighbourhood Plan Policies and advice within the South and Vale Joint Design Guide and the National Planning Policy Framework.
