The Local Planning Authority considers that the proposal fails to comply with Class Q of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) because the building is not deemed to be an 'agricultural building' for the purposes of Class Q and would also fail to comply with Paragraph Q.1 (a) as there is no evidence that the site was used solely for an agricultural use as part of an established agricultural unit on 20th March 2013. Furthermore for the purposes of Class Q the curtilage of the building as shown on the submitted plans is larger than the land area occupied by the building.
