The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, HLS5750, MCA-MUK2942-10 Rev B, MCA-MUK2942-02 Rev G, Version 1, MCA-MUK2942-11 Rev A, MCA-MUK2942-08 Rev D, MCA-MUK2942-05 Rev A, MCA-MUK2942-06, MCA-MUK2942-03 Rev C, MCA-MUK2942-07 Rev B and MCA-MUK2942-46 Rev B, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The external lighting system shall be activated and deactivated by motion sensors between the hours of 08:00 and 22:00, and by light a light sensitive switch when natural light is available. Outside of these hours the lighting shall remain off. The motion sensors shall be designed and calibrated to ensure they shall only be activated by a person or vehicle entering the floodlit area.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.
The use of the development shall not commence until the following have been submitted and approved in writing by the Local Planning Authority:
(a) certification that the Artificial Grass Pitch hereby permitted has met FIFA Quality Concept for Football Turf - FIFA Quality or equivalent International Artificial Turf Standard (IMS)
(b) confirmation that the facility has been registered on the Football Association's Register of Football Turf Pitches.
Reason: To ensure the development is fit for purpose and sustainable, provides sporting benefits and to accord with Policy CF3 of the South Oxfordshire Local Plan 2035.
Within 9 months of the date of this permission, a Community Use Scheme prepared in consultation with Sport England has been submitted to and approved in writing by the Local Planning Authority, and a copy of the completed approved agreement has been provided to the Local Planning Authority. The agreement shall apply to the development hereby approved and include details of pricing policy, hours of use, access by non-members, management responsibilities and a mechanism for review. The development shall not be used otherwise than in strict compliance with the
approved agreement.
Reason: To secure well managed safe community access to the sports facility/facilities, to ensure sufficient benefit to the development of sport and to accord with Policy CF3 of the South Oxfordshire Local Plan 2035.

P25/S0879/DISBefore the artificial grass pitch is brought into use, a Management and Maintenance Scheme for the facility including management responsibilities, a maintenance schedule and a mechanism for review shall be submitted to and approved in writing by the Local Planning Authority after consultation with Sport England. This shall include measures to ensure the replacement of the Artificial Grass Pitch within the manufacturer's specified period. The measures set out in the approved scheme shall be complied with in full, with effect from commencement of use of the artificial grass pitch.
Reason: To ensure that a new facility is capable of being managed and maintained to deliver a facility which is fit for purpose, sustainable and to ensure sufficient benefit of the development to sport and to accord with Policy CF3 of the South Oxfordshire Local Plan 2035.

P25/S1129/DISAt the end-of-life all elements of the synthetic turf system (shock pad, stabilising infill, performance infill and carpet) should be disposed of through a recycling operator holding an environmental permit for a waster operation to store and treat artificial turf. All elements of the synthetic turf system should not be disposed of in any other way or repurposed for anything other than its original intended use.
Reason: To accord with Policy ENV1, DES8 and DES9 of the South Oxfordshire Local Plan.
Prior to the commencement of the development hereby permitted, details of the proposed approach to delivering a measurable biodiversity net gain shall be submitted to and approved in writing by the Local Planning Authority. This approach shall be based on an agreed baseline value of 1.35 area Biodiversity Units to be compensated, and will comprise either:
(1) details of a landscaping scheme to be provided by the applicant and delivering a minimum of 1.35 area biodiversity units offsite (to include a completed biodiversity metric and a management plan describing the creation or enhancement of habitats and their maintenance for 30 years). The approved landscaping scheme and biodiversity net gain shall thereafter be installed within the next available planting season (with the delay in planting to be accounted for in the biodiversity metric) and retained in accordance with the approved details.
(2) a certificate confirming the agreement of a Local Offsetting Provider to deliver a Biodiversity Offsetting Scheme, totalling a minimum of 1.67 area biodiversity units. The written approval of the Council shall not be issued before the certificate has been issued by the Local Offset Provider. The details of biodiversity enhancements shall be documented by the Local Offset Provider and issued to the Council for their records.
(3) A combination of Options 1 (landscaping) and 2 (offsetting) above, such that a minimum of 1.35 area biodiversity units are delivered within the district.
Reason: To compensate for the net loss of biodiversity resulting from the development by providing biodiversity enhancements on site in accordance with Policy ENV3 of the South Oxfordshire Local Plan.
