That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 07-043-F-901 and 07-043-F-902, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Planning permission is refused for the pool house. The pool house is inappropriate development within the Oxford Green Belt and by definition harmful to its openness. Having regard to the position of the building in this formerly open and undeveloped part of the site the development harms the openness of the Green Belt. There are no 'very special circumstances' that would outweigh the harm caused by virtue of inappropriateness or to the openness of the Green Belt. This part of the development is contrary to Policy STRAT6 of the South Oxfordshire Local Plan 2035 and the Green Belt advice in the NPPF.
