The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL-EX-020 02, PL-GA-A-020 03, PL-SI-EX-002 03, PL-SI-A-002 04, PL-EX-030 02, PL-EX-031 02, PL-GA-A-030 03, PL-GA-A-031 03, PL-EX-032 02, PL-GA-A-032 02, PL-EX-010 03, PL-GA-A-010 04, PL-SI-EX-001 02, PL-SI-A-001 04, LOC-001 and Arbtech TPP 01, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the occupation of the development a detailed plan showing provision for two car parking spaces to be accommodated within the site, shall be submitted to and approved in writing by the Local Planning Authority and such parking facilities shall be laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with the approved details prior to the first occupation of the development hereby permitted. Thereafter the car parking spaces shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

P24/S1861/DISNotwithstanding the provisions of Class A of Part 1 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (or the equivalent provisions of any order revoking and re-enacting that Order), the dwelling shall not be adapted to enable access onto the flat roof and no part of the flat roof hereby permitted shall be used as a balcony or sitting-out area without the prior grant of planning permission.
Reason: To protect the privacy of adjacent dwellings in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
The development hereby permitted shall be implemented in full accordance with the method statements for mitigating construction impacts on protected species (amphibians, badger, hedgehog and nesting birds) set out in Table 7 of the Preliminary Ecological Appraisal report (Arbtec, dated 17/10/2023) submitted with the application in all respects.
Reason: To ensure adverse construction effects on protected species are avoided in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035.

P24/S1861/DISPrior to occupation, a lighting strategy for bats shall be submitted to and approved in writing by the Local Planning Authority. The strategy shall:
a) identify those areas/features on site that are particularly sensitive for bats and that are likely to cause disturbance in or around their breeding sites or resting places or along important routes used to access key areas of their territory, for example for foraging; and
b) show how and where external lighting will be installed (through provision of appropriate lighting contour plans and technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory or having access to their breeding sites or resting places.
All external lighting shall be installed in accordance with the specifications and locations set out in the strategy. Under no circumstances should any other external lighting be installed without the prior consent from the local planning authority.
Reason: To ensure that there will be no adverse impact on foraging, commuting and roosting bats in line with Policy ENV3 of the South Oxfordshire Local Plan.

P24/S1861/DISPrior to the construction of the development hereby approved above slab level, full details (specification, height, position, orientation, etc.) of the faunal enhancements (bat boxes, bird boxes, fence gaps for hedgehogs, brash/log piles, etc) referred to in Table 7 of the Preliminary Ecological Appraisal report shall be submitted to and approved in writing by the local planning authority. Thereafter, the development shall be implemented in accordance with those details. All faunal enhancements shall be provided onsite prior to first use.
Reason: To secure ecological enhancements onsite, in accordance with Policy ENV3 of the South Oxfordshire Local Plan and paragraphs 180 and 186 of the NPPF.
