Description
Demolition of two dwellings (Russell's Water Farm and The Lookout) and associated outbuildings; and the replacement with a 4-bedroom self-build dwelling and associated garage, swimming pool and outbuilding along with landscaping enhancements (amended plans showing alterations to site layout and addition of louvres and low reflectivity glazing and Landscape Visual Impact Assessment received 4 June 2024 and additional supporting landscape, arboricultural and drainage information received 23 July 2024).
Conditions / Refusal Reasons
The proposed development, by reason of its scale, form, and the extent of glazing, would be overly dominant and result in light pollution in an elevated location within the Chilterns National Landscape. This would have an adverse affect on landscape character, which would be visible from public vantage points, causing harm to the natural beauty and scenic quality of this part of the Chilterns National Landscape. This would be contrary to the aims and objectives of Policies ENV1, ENV12, DES1, and DES2 of the South Oxfordshire Local Plan 2035, paragraphs 180, 182 and 191 of the NPPF, and Policies DP1, DP2 and DP8 of the Chilterns Management Plan 2014-2019.
Insufficient information has been submitted to demonstrate the feasibility of deep bore soakaways for the disposal of surface water and foul water. Therefore, the application is lacking in a feasible drainage strategy to drain the site. As such, the proposed development would conflict with the aims and objectives of Policy EP4 of the South Oxfordshire Local Plan 2035.
