Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1336 PL04, 1336 PL01, 1336 PL07, 1336 PL02, 1336 PL03, 1336 PL05, 1336 PL06 and 1336 PL08, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the commencement of the works, details (including specification, position, height, orientation) of a bat box to be provided onsite, or in the near vicinity on the applicant s land holding, shall be submitted to and approved in writing by the local planning authority. The choice and siting of the bat box shall be advised by a suitably qualified ecologist. Thereafter, the development shall be implemented in accordance with the approved details and all features provided prior to first use.
REASON: To secure biodiversity enhancements onsite and to ensure that there is no net loss of biodiversity, in accordance with Policy ENV2 of the South Oxfordshire Local Plan and paragraphs 180 and 186 of the NPPF.
Prior to any works starting on site, a Construction Method Statement for bats shall be submitted to and approved in writing by the Local Planning Authority. This shall be produced by a suitably qualified ecologist and shall describe reasonable Avoidance Measures to be employed during construction to avoid impacts on any bats roosting in the structures on site, including:
a) Appointment of an Ecological Clerk of Works, and details of a toolbox talk to be presented to all contractors at the outset of works;
b) Details of any ecological supervision/watching brief during roof stripping works;
c) Details (including specification, location, height and orientation) of alternative bat roosting space to be provided on site before any works start;
d) Timing of works;
e) Prohibition on the use of power tools in the vicinity of potential roost features;
f) Areas to be treated as exclusion zones throughout work and details of how this will be enforced;
g) Other measures to limit lighting, dust, vibration and noise to be employed throughout the works;
h) Procedure to be followed if a bat is discovered during works.
The approved Construction Method Statement shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
REASON: To avoid impacts on protected species during construction, in line with Policy ENV2 of the South Oxfordshire Local Plan.
The works / development hereby permitted shall only be complete in the materials and details specified on the plans and supporting documents hereby approved or in materials and details which shall previously have been approved in writing by the Local Planning Authority.
Reason: To secure the proper planning of the historic environment and in the interests of the visual appearance of the development in accordance with Policies STRAT1, DES1, DES2, ENV1, ENV6 and ENV7 of the South Oxfordshire Local Plan 2035.
