The materials to be used in the development shall be carried out in accordance with details approved by application P23/S2197/DIS, which are as follows: External Materials Schedule Winterbrook Ref 680455_BDL 110 Revision A 01/09/22 Photographs Ref 680455_BDL 111 Revision A 26/06/23 Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The privacy screens shown on the balcony of units 13 and 16 and the terraces of units 21 and 22 shall be implemented in accordance with the approved plans prior to the first occupation of those units and shall remain in place thereafter. Reason: To ensure that the development provides an appropriate standard of amenity and is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

Prior to first occupation, the development shall be carried out in accordance with details approved by application P23/S2306/DIS, which are as follows: Site Entrance Wall Detail MDL-1363-PL-01 and maintained thereafter. Reason: In the interests of the character and appearance of the Winterbrook Conservation Area in accordance with Policy ENV8 of the South Oxfordshire Local Plan 2035.

Prior to first occupation, the landscaping shall be carried out in accordance with details approved by application P23/S3310/DIS, which are as follows: Landscaping Plan BEE23153-11S and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The development shall be carried out in accordance with details approved by application P23/S3310/DIS, which are as follows: Landscape Management and Maintenance Plan BEE23153man D The schedule and plan shall be implemented in accordance with the agreed programme. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Prior to the occupation of each unit, the carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement BEEC210316 dated March 2021 hereby approved. A Verification Report shall be submitted to the Local Planning Authority and approved in writing prior to final occupation. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report. The tree protection details as shown on the approved Tree Protection Plan ref: BEE23153-03_A and Arboricultural Method Statement ref: BEE23153aia_ams, shall be installed prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

Prior to first occupation, the ecological enhancements shall be implemented in accordance with details approved by application P23/S1607/DIS, which are as follows: Ecological Enhancement Plan drwgno BEE23153_66 Soft Landscape Management and Maintenance Plan and thereafter retained as such on site. Reason: To secure biodiversity enhancements on site, in accordance with Policy ENV3 of the SOLP and paragraphs 174 and 180 of the NPPF.

Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of the development hereby approved, the proposed separate pedestrian access from Reading Road, as shown on the approved 3540.P.101, Rev O plan, shall be formed and laid out and constructed strictly in accordance with Local Highway Authority specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved 8200821/6101, Rev F plan shall not be obstructed by any object, structure, planting, or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 3540.P.101, REV O and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development shall be carried out in accordance with details approved by application P22/S3104/DIS, which are as follows: Construction Traffic Management Plan dated 08 August 2022 The approved Construction Traffic Management Plan shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The cycle parking shall be provided in accordance with details approved by application P23/S1643/DIS, which are as follows: Cycle Store MDL-1363-DET-W451 The cycle parking shall be maintained thereafter in accordance with the approved detail. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The first residents of each dwelling shall be provided with a copy of the Travel Information Pack approved by application P23/S3795/DIS, which is as follows: Travel Plan - Winterbrook - Revised 06.12.23 Reason: To promote the use of non car modes of transport in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of any unit hereby permitted, electric charging points shall be provided in accordance with details approved by application P23/S2261/DIS, which are as follows: Services Layout drwgno 680455-BDL 104 EVAD-V01-R8 AutoCharge Data Sheet Thereafter the scheme shall retained as such. Reason: To ensure sustainable forms of transport are provided in accordance with policies EP1 and TRANS5 of the South Oxfordshire Local Plan 2035.

The hours of operation for such works shall be restricted to 8:00 am - 6.00 pm Monday to Friday and 8.00 am - 1.00 pm on a Saturday. No work shall take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

Prior to the occupation of the development, details of the enclosure for the residents' lounge terrace shall be submitted to, and approved in writing by, the Local Planning Authority. The development shall be implemented in accordance with the approved detail prior to occupation and shall be retained as such. Access to the area around the terrace will be for maintenance only and not for residents' use.
