Conditions / Refusal Reasons
The site lies in a remote rural location, outside of any settlement identified within the South Oxfordshire Local Plan. The proposed development does not constitute infill development or redevelopment of a site within a settlement and is not allocated for residential development. The proposal fails to accord with the spatial strategy for residential growth in the district and is contrary to Policies H1, H8 and H16 of the South Oxfordshire Local Plan 2035 and Policy TET1 of the Tetsworth Neighbourhood Plan 2021.

The proposed development would result in more traffic movements at peak times on an existing bend within the highway and adequate visibility splays from the existing access have not been demonstrated. As such the proposed development would result in an increased risk to highway safety and as such would fail to comply with Policy TRANS5 of the South Oxfordshire Local Plan 2035 and the guidance of the National Planning Policy Framework.
