Conditions / Refusal Reasons
That, the proposed development is beyond the established built limits of the village and would result in the erection of a dwelling outside of the settlement. A new dwelling in this location would constitute an extension of the settlement in to open countryside which would result in a harmful impact on the setting of the village contrary to Policies STRAT1, H1, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035.

That, the site lies outside of the established built settlement of Beckley and would result in an inappropriate form of development in the Green Belt. Inappropriate development is by definition harmful and would conflict with the essential characteristic of the Green Belt of its openness by an extension to a building which is disproportionate in size and a change of use of the part of the agricultural land to residential use with domestic paraphernalia. This would have a greater impact upon the openness of the Green Belt and extending the built form into the countryside to the south-east. The development is contrary to Policy STRAT6 of the South Oxfordshire Local Plan 2035 and paragraphs 142, 143, 153, 154 and 155 of the National Planning Policy Framework.
