Reserved Matters following Outline Approval P15/S2902/O for the appearance, landscaping, layout and scale of a development comprising 179 dwellings together with associated landscaping and infrastructure.(amended and additional information received on 31 August 2023, 16, 28 & 30 November 2023 and 6, 11 and 18 December 2023 and as amended by plans received 24 January 2024). No dwelling shall be occupied until the adjacent spine roads (approved through P17/S3859/RM and P19/S117/RM) have been constructed to enable access by all modes (vehicular, pedestrian and cycle) to/from the site and to adjacent amenities, including public transport. Reason: To ensure an appropriate means of access to/from the site and in the interests of highway safety, in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the occupation of each unit, the cycle storage for that unit, indicated on drawing number CB_12_132_P6_007 Rev A shall be provided in accordance with Oxfordshire County Council's standards (secured and undercover). Thereafter, the cycle parking shall be maintained and retained at all times. Reason: to encourage the use of cycles as a means of transport in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the occupation of the first unit on this phase, a scheme for the provision of litter and dog waste bins adjacent to the footpath/cycle path around the edge of the parcel, together with details of their management and maintenance including emptying shall be submitted to and approved in writing by the Local Planning Authority. The bins should then be provided contiguous with the laying out of the landscaping within the parcel and thereafter retained in situ and maintained in accordance with the approved details. Prior to the commencement of development, above slab level, a drainage layout in accordance with doc A252-RM-P6-501 P4 Drainage Layout.pdf, showing the RWP/SVP of any plot shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035 . Prior to the commencement of development, except landscape clearance and topography level works only, a construction phase surface water management strategy scheme shall be submitted to and approved in writing by the Local Planning Authority. The strategy must demonstrate how surface water will be managed throughout the construction phase. The approved scheme shall be implemented in accordance with the approved details and thereafter remain in place for the duration of the development. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035 . Prior to the occupation of 75% of dwellings, a SUDS Compliance report prepared by an appropriately qualified Engineer must be submitted to the Local Planning Authority. The SUDS Compliance report must be approved by the Local Planning Authority prior to the occupation of 75% of dwellings. This must suitably demonstrate that the sustainable drainage system has been installed and completed in accordance with the approved scheme (or detail any minor variations). This report should as a minimum cover the following; 1) Inclusion of as-built drawings in DWG or DXF format, 2) Inspection details of key SUDS features such as flow controls, storage features and volumes and critical linking features or pipework undertaken, with appropriate photographs and evidence of inspections incorporated, 3) Details of any remediation works required following the initial inspection, 4) Evidence that that remedial works have been completed. 5) CCTV survey. 6) Maintenance coloured key with written evidence of responsibilities Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035 .

Prior to the occupation of 75% of dwellings, a foul water drainage report prepared by an appropriately qualified Engineer must be submitted to the Local Planning Authority. The foul water drainage report must be approved by the Local Planning Authority prior to the occupation of 75% of dwellings.
