The application contains insufficient information to demonstrate that there would not be a loss of historic fabric from removal of internal dividing walls, addition of rooflights and replacement of the larger skylight. As such, the proposed works would fail to safeguard the historic and architectural qualities and setting of the Grade II listed building and would conflict with the aims and objectives of Policies ENV6 and ENV7 of the South Oxfordshire Local Plan 2035, the provisions of Chapter 16 of the National Planning Policy Framework and Section 16 of the Planning (Listed Building and Conservation Areas) Act 1990.
