Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Within the settlement planning permission will only be granted for new housing on infill or redevelopment sites within the existing built up limits. Whilst the site is within the parish of Great Milton, it is on the edge of the built up limits of the village. In this case the site is not an infill or redevelopment site. The development would extend the village in to the countryside and result in a harmful impact on the landscape setting of the village. The proposal is unacceptable in principle contrary to Policies STRAT1, H1, H8, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035.
That, the site lies outside of the established built settlement of Great Milton and would result in an inappropriate form of development in the Green Belt. Inappropriate development is by definition harmful and would conflict with the essential characteristic of the Green Belt of its openness by enclosing open space which extends from the countryside to the east. The development is contrary to Policy STRAT6 of the South Oxfordshire Local Plan 2035 and paragraphs 137, 138, 147 and 149 of the National Planning Policy Framework. No special circumstances have been put forward to demonstrate that the harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the proposal, is clearly outweighed by other considerations.
