The proposed development would result in adverse harm to the character and appearance of the site and the wider landscape character. The proposed development fails to adhere to Policy DES1, DES2 and ENV1 of the South Oxfordshire Local Plan (2035) and Policy SV11 of the Shiplake Neighbourhood Plan.

The proposed development would result in a net loss in biodiversity and would result in the loss of a priority habitat. The development therefore fails to adhere to Policy ENV2 and Policy ENV3 of the South Oxfordshire Local Plan (2035) and the National Planning Policy Framework.

The proposed development fails to demonstrate acceptable visibility splays onto Reading Road and would therefore pose a risk to highway safety, failing to comply with Policy TRANS5 of the South Oxfordshire Local Plan (2035) and the National Planning Policy Framework.
