Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2210_PL30A, 2210_PL25A, 2210_PL26A, 2210_PL23A, 2210_PL22A, 2210_PL01A, 2210_PL31A, 2210_PL33A, 2210_PL24A, 2210_PL27A, 2210_PL28A, 2210_PL32A and 2210_PL29A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved, a biodiversity mitigation strategy (BMS) shall be submitted to and approved in writing by the local planning authority. The BMS shall detail the working methods, measures and precautions to be followed onsite to avoid any ecological impacts, with specific emphasis on minimising risks to amphibians during the construction period. Thereafter, the development shall be implemented in accordance with the approved BMS. Reason: To minimise the ecological impacts of development, in accordance with Policy ENV2 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the National Planning Policy Framework.

That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

All privacy screens shall be implemented as approved prior to first occupation of the development hereby approved and shall thereafter be retained in situ. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035

The finished floor level of the development hereby approved shall be no lower than the existing floor levels on the site. No raising of land levels shall take place within the site. Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
