The site lies within the Oxford Green Belt, where there is a general presumption against new development in order to conserve the special and historic character of the city and to preserve the countryside outside it. The outbuilding creates a disproportionate addition over and above the size of the original dwelling and the original agricultural building which it is claimed to replace. The building would have a greater impact on the openness of the Green Belt than the previous building and the existing development. The proposed development would therefore constitute inappropriate development in the Green Belt and there are no special circumstances that would outweigh the harm by reason on inappropriateness. As such the development is be contrary to paragraph 147 of the NPPF and policy STRAT6 of the South Oxfordshire Local Plan 2035.
The design and appearance of the outbuilding fails to accord with the rural character and appearance of the existing dwelling and the surrounding local rural area. The site is open and exposed on a ridge. The building is large in size and the sheet metal cladding creates an overbearing impact which would not appear like a typical residential outbuilding. The outbuilding therefore fails to accord with policies DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035, and the South Oxfordshire and Vale of White Horse Joint Design Guide 2022.
