The proposed development would erode the open and scenic character of this part of the village and would fail to physically and visually complement and enhance the area. As such the proposed development fails to adhere to Policies DES1 and DES2 of the adopted South Oxfordshire Local Plan 2035, the National Planning Policy Framework and guidance as set out within the South Oxfordshire and Vale of White Horse Joint Design Guide 2022.
The proposed development would result in less than substantial harm to the significance of the nearby grade II listed St Mary's Church and would not result in any public benefits that would outweigh this harm. As such the proposed development fails to adhere to Policies ENV6 and ENV7 of the adopted South Oxfordshire Local Plan 2035, paragraph 202 of the National Planning Policy Framework and Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
This application fails to demonstrate measures to protect the existing tree on site which is shown to be retained. This tree makes a valuable contribution to the rural appearance and character of the area and its loss would be detrimental to the rural landscape of this part of the village. As such, the proposed development fails to adhere to Policy ENV1 of the adopted South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.
