Having regard to the size of the site, its position relative to the nearest built form and the land uses within and adjacent to the site, the proposal would not represent an infill or redevelopment scheme supported in principle by the Development Plan. The accessibility of the site is very limited, such that future occupiers would have a high dependence on private vehicles to access most key services and facilities. The proposal would represent an inappropriate encroachment into the countryside, causing material harm to the rural landscape setting of the village and it would fail to preserve the special landscape character of this part of the Chilterns Area of Outstanding Natural Beauty. The proposal would conflict with Policies STRAT1, H1, H8, H16, ENV1, DES1, DES2 and TRANS2 of the South Oxfordshire Local Plan 2035 and advice within the National Planning Policy Framework. The benefits of granting planning permission are outweighed by the harm identified by the council.
