Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Other than for the purposes of construction, no part of the proposed spine street or the combined cycle/footway that are subject to this application shall be used until that part of the spine street has been constructed, surfaced and drained in accordance with the approved plans (Condition 2).
Reason: In the interests of highway safety and to accord with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
