Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Notwithstanding the submitted details, a revised Materials Layout Plan shall be submitted to, and approved in writing by, the Local Planning Authority prior to commencement of development above slab level. This shall include a photographic schedule of all materials to be used in the external construction and finishes of the development.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Notwithstanding the submitted information, details of all boundary enclosures shall submitted to, and approved in writing by, the Local Planning Authority prior to the installation of said enclosure, and shall be retained thereafter.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Before any of the dwellings hereby permitted are first occupied, the whole of the estate roads and footpaths (except for the final surfacing thereof) between those dwellings and the existing public highway shall be laid out, constructed, lit and drained and if required, temporary or permanent traffic calming shall be put in place, in accordance with Oxfordshire County Council specifications.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to the construction of the development hereby approved above slab level, details of cycle parking facilities shall be submitted to and approved in writing by the Local Planning Authority. The cycle parking for each dwelling/building shall be implemented prior to occupation of the dwelling(s) which they serve and thereafter retained in accordance with the approved details.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to the construction of any development above slab level a scheme for the hard and soft landscaping of the site, including the planting of live trees and shrubs, street furniture (including benches, litter and dog waste bins), levels and retaining structures shall be submitted to and approved in writing by the Local Planning Authority. These details shall include schedules of new trees and shrubs to be planted (noting species, plant sizes and numbers/densities), the identification of the existing trees and shrubs on the site to be retained (noting species, location and spread), any earth moving operations and existing and finished levels/contours, service runs and an implementation programme. The scheme shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan (for a minimum period of 20 years), for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. The Landscape Management Plan shall include:
a) Details of long term design principles and objectives.
b) Management responsibilities, maintenance schedules and replacement provisions for existing retained landscape features and any landscape to be implemented as part of the approved landscape scheme including hard surfaces, street furniture within open spaces and any play provision.
c) A plan detailing which areas of the site the Landscape Management Plan covers and also who is responsible of the maintenance of the other areas of the site.
d) Summary plan detailing different management procedures for the types of landscape on site e.g. Wildflower meadows, native or ornamental hedgerows.
The schedule and plan shall be implemented in accordance with the agreed programme.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The areas of land so designated on the plans hereby approved shall be used exclusively as play areas and shall be provided in accordance with a detailed layout and management plan which shall be submitted to and approved in writing by the Local Planning Authority prior to development above slab level, such details to include:
a) Landscape treatment, details and age range of proposed play equipment, and any boundary treatment, street furniture including seats, bins etc. and proposed planting.
b) Management responsibilities, maintenance schedules including safety inspections and replacement provisions.
c) The stage at which the play areas shall be provided relative to the commencement of the development and the management and maintenance of the area for a minimum period of 20 years from its first provision.
Reason: To meet the need for children's play space in accordance with Policy INF1 of the South Oxfordshire Local Plan 2035.
Noise mitigation shall be installed in accordance with Section 10 of Environmental Noise Report 22832A-2-R1 (prepared by Noise.co.uk dated 3rd May 2024). Prior to the occupation of each unit to which it relates, proof of installation of noise mitigation for that unit shall be submitted to, and approved in writing by, the Local Planning Authority. The agreed mitigation shall remain in place in perpetuity.
Reason: The ensure recommended noise mitigation measures are delivered in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.
No phase or sub phase of the development shall begin until detailed hydraulic calculations with consideration for the worst case 1 in 100 +40% event are submitted to and approved in writing by the local planning authority. The hydraulic calculations shall be based on the infiltration test results, by Wilson and Bailey dated 14th January 2025. Cross sections and construction details for the SuDs basins are to be provided, illustrating the proposed depth, with a minimum 0.5m extension into the sandstone layer.
Reason: To ensure a satisfactory surface water drainage scheme can be provided for the site in accordance with Policy EP3 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of the cricket and football pitches and bowling green, a scheme for their drainage shall be submitted to and approved in writing by the Local Planning Authority in consultation with Sport England. The scheme shall include details of drainage management and maintenance, and an implementation programme. The drainage shall thereafter be managed and maintained in accordance with the approved scheme. The drainage assessment and improvement/management scheme is to be undertaken by a specialist turf consultant.
Reason: To ensure the quality of pitches is satisfactory and that they are available for use before development (or agreed timescale) and to accord with Policy CF3 of the South Oxfordshire Local Plan 2035.
No development shall be occupied until confirmation has been provided that either all water network upgrades required to accommodate the additional demand to serve the development have been completed; or a development and infrastructure phasing plan has been agreed with Thames Water to allow development to be occupied. Where a development and infrastructure phasing plan is agreed no occupation shall take place other than in accordance with the agreed development and infrastructure phasing plan.
Reason - The development may lead to no / low water pressure and network reinforcement works are anticipated to be necessary to ensure that sufficient capacity is made available to accommodate additional demand anticipated from the new development in accordance with Policy INF4 of the South Oxfordshire Local Plan 2035.
