The proposed development, by reason of its layout, would result in substandard access and parking arrangements. The proposal would lead to the creation of new vehicular accesses within 15 metres of a junction. The visibility splays for the parking spaces labelled P1 have not been demonstrated, but they would cross third party land. There is inadequate setback for the visibility splay of the central parking space labelled P2. The parking spaces labelled P1 that are obstructed on one side would have below standard width. The siting of one of the parking spaces for P2 in front of P1 and in the middle of P1 parking would be a highly inconvenient arrangement. As such, the proposed development would have an unacceptable impact on highway and pedestrian safety and would conflict with Policy TRANS5 of the South Oxfordshire Local Plan 2035 and to Policy H4 of the Chalgrove Neighbourhood Plan and advice contained at Paragraph 111 of the NPPF.
