Description
First floor infill extension, single storey full width rear extension and associated remodelling works, rear greenhouse link and garden room, and carport to front (as amended by plans 933.1-P001 rev G and 0933.1-P002 rev G which reduces the size of the porch and the height of the flue received 1 December 2023 and bat survey report received on 28 June 2024).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 933.1-EB01A, 933.1-E002, 933.1-E001, 933.1-EL01A, 933.1-PL01A, 933.1-P001G and 933.1-P002G, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
A tree of a species and in a position to be first agreed in writing with the Local Planning Authority shall be planted along the western boundary of the land prior to the first occupation of the development hereby permitted and if it shall die or be seriously damaged or destroyed within 5 years of the completion of the development it shall be replaced, and the replacement shall be properly maintained.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to any works starting on site, a Construction Method Statement for bats and the adjacent offsite watercourse shall be submitted to and approved in writing by the Local Planning Authority. This shall be produced by a suitably qualified ecologist and shall describe Reasonable Avoidance Measures to be employed during construction to avoid impacts on any bats roosting in the structures on site, and measures to avoid construction impacts on water quality and vegetation in the watercourse, including:
a) Appointment of an Ecological Clerk of Works, and details of a toolbox talk to be presented to all contractors at the outset of works.
b) Proposed storage locations of chemicals, equipment and building waste, away from watercourses.
c) Areas to be treated as exclusion zones throughout work and details of how this will be enforced.
d) Measures to limit lighting, dust, vibration and noise to be employed throughout the works.
e) Details of ecological supervision/watching brief during roof stripping works.
f) Timing of works (works only outside the summer bat active season; works only during daytime).
g) Prohibition on the use of power tools in the vicinity of potential roost features.
h) Procedure to be followed if a bat is discovered during works.
The approved Construction Method Statement shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
Reason: To avoid impacts on protected species during construction, in line with Policy ENV2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of the development above new slab level, details (including specification, position, height, orientation) of a bat box and a bird box for house sparrow Passer domesticus or swift Apus apus, shall be submitted to and approved in writing by the local planning authority. The choice and siting of the boxes shall be advised by a suitably qualified ecologist and the features shall be integrated into the fabric of the development wherever possible. Thereafter, the development shall be implemented in accordance with the approved details and all features provided prior to first use.
Reason: To secure biodiversity enhancements onsite, in accordance with [Policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 180 and 186 of the NPPF.
