Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Any changes to the junction stubs (shown indicatively on the approved plans) in future reserved matter applications shall overlap with the red line boundary for the spine road to show their connection to the spine road and provide an amended planting scheme for these locations.
Reason: The approved plans show that the junction stubs are shown indicatively and their precise location will be the subject of future reserved matters applications. Any changes will need to ensure that planting plans that are the subject of this application are not compromised by the re-location of junctions onto the road in accordance with Policies TRANS5 and DES1 of the South Oxfordshire Local Plan 2035.
Other than for the purposes of construction, no part of the proposed spine street or the combined cycle/footway that are subject to this application shall be used until that part of the spine street has been constructed, surfaced and drained in accordance with the submitted plan.
Reason: In the interests of highway safety and in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.
