The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, P2 Rev B, P1 Rev B, P3, 732 2-P7, 732 2-P11, 732 2-P4, 1767.L01 Rev D, 732 2 P10C, 732-2-P9C, 732-2-P8E, 732 2 P5F and 732-2 P6D, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
No external lighting shall be installed to serve the approved all-weather pitch.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035 and the provisions of the National Planning Policy Framework.
Prior to first use of the development hereby approved, in accordance with the recommendations of the Ecological Impact Assessment (August 2023) a minimum four bat boxes should be installed on mature trees to provide additional roosting opportunities for bats. These should be positioned on a southern or western aspect at a height of 3.5m, on a trunk not obscured by foliage and away from sources of illumination. Furthermore, a minimum four bird boxes should be installed on mature trees within the adjacent woodland. Bird boxes should be situated at a minimum height of 2m, in positions with a clear flight path, on northern or eastern aspects.
Thereafter, the development shall be implemented in accordance with the approved details. All features shall be provided prior to first use and shall subsequently be maintained and retained thereafter.
Reason: To secure biodiversity enhancements onsite, in accordance with Policies ENV2 of the South Oxfordshire Local Plan 2035.
Precautionary working methods as set out within sections 5.3.5, 5.3.6 and 5.3.7 of the Ecological Impact Assessment (August 2023) shall be implemented prior to works commencing and shall be maintained in place during the construction process.
Reason: To ensure that there is no net loss of biodiversity, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
No development shall take place (including vegetation removal or demolition) until a Biodiversity Management and Monitoring Plan (BMMP) shall be submitted to and approved in writing by the Local Planning Authority. The BMMP should be in accordance with the details of habitat enhancements set out in the Biodiversity Impact Assessment (Ecology By Design, dated August 2023) and accompanying biodiversity metric calculation (Ecology by design dated 30/08/2023) . The BMMP should include:
- Ecological trends and constraints on site that might influence habitat creation, enhancement and management.
- Extent and location of proposed habitat enhancements.
- Aims and objectives of habitat creation, enhancement and management.
- Detailed method statements showing how habitats will be created and/or enhanced to match the proposed habitats in the Biodiversity Impact Assessment and how they will be managed through time to meet the proposed target condition scores (this could cross reference relevant landscape plans and/or include suitably detailed drawings and cross sections as required).
- Preparation of a work schedule (including an annual work plan capable of being rolled forward over a 30-year period).
- Details of the body or organization responsible for implementation of the habitat creation and management.
- Ongoing monitoring and remedial measures.
The BMMP shall include details of the legal and funding mechanism by which the long-term implementation of the plan will be secured by the developer with the management bodies responsible for its delivery. The plan shall also set out (where the results from monitoring show that conservation aims and objectives of the BMMP are not being met) how contingencies and/or remedial action will be identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme.
Thereafter, the habitat enhancement measures shall be developed on site and retained in accordance with the approved details. All enhancements shall be delivered prior to the first use of the development.
Reason: To ensure that habitats are created and managed for biodiversity to maximise their ecological value and deliver a biodiversity net gain, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan and paragraphs 187 and 193 of the NPPF.

P25/S1568/DISPrior to the construction of any development above slab level a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hard standings and hard materials, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. These details shall include schedules of new trees and shrubs to be planted (noting species, plant sizes and numbers/densities), the identification of the existing trees and shrubs on the site to be retained (noting species, location and spread), any earth moving operations and finished levels/contours, and an implementation programme. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

P25/S1876/DISConcurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan (for a minimum period of 20 years), for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. The Landscape Management Plan shall include:
a) Details of long term design principles and objectives.
b) Management responsibilities, maintenance schedules and replacement provisions for existing retained landscape features and any landscape to be implemented as part of the approved landscape scheme including hard surfaces, street furniture within open spaces and any play/ youth provision.
c) A plan detailing which areas of the site the Landscape Management Plan covers and also who is responsible of the maintenance of the other areas of the site.
d) Summary plan detailing different management procedures for the types of landscape on site e.g. Wildflower meadows, native or ornamental hedgerows.
The schedule and plan shall be implemented in accordance with the agreed programme.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, a full surface water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved.
The scheme shall include:
- A compliance report to demonstrate how the scheme complies with the "Local Standards and Guidance for Surface Water Drainage on Major Development in Oxfordshire";
- Full drainage calculations for all events up to and including the 1 in 100 year plus 40% climate change and 10% urban creep (Note: the Cv values should be set to 0.95 for roofs and 0.90 for paved areas and MADD should be 0.0);
- A Flood Exceedance Conveyance Plan;
- Comprehensive infiltration testing across the site to BRE DG 365 (to include three tests at each location and using the full depth of the trial pit);
- Detailed design drainage layout drawings of the SuDS proposals including cross-section details;
- Detailed maintenance management plan in accordance with Section 32 of CIRIA C753 including maintenance schedules for each drainage element;
- Details of how water quality will be managed during construction and post development in perpetuity; and
- Consent for any connections into third party drainage systems
Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.

P25/S1855/DISPrior to first use of the development hereby approved, a record of the installed SuDS and site wide drainage scheme shall be submitted to and approved in writing by the Local Planning Authority for deposit with the Lead Local Flood Authority Asset Register. The details shall include:
- As built plans in both .pdf and .shp file format;
- Photographs to document each stage of the drainage system on site;
- Photographs of the completed installation of the drainage structures on site;
- The name and contact details of any appointed management company.
Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035 and in accordance with section 21 of the Flood and Water Management Act 2010.
Prior to the commencement of any works being carried out at the site, the details within the approved Construction Traffic Management Plan (I-Tranport Ref:TW/CM/ITB18112-002b, 16 May 2023) shall be fully implemented and maintained throughout the course of the works.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
No development of the padel tennis courts shall commence until details of the design and layout of the padel tennis courts and sports lighting have been submitted to and approved in writing by the Local Planning Authority after consultation with Sport England. The Padel Tennis Courts shall not be constructed other than in accordance with the approved details.
Reason: To ensure the development is fit for purpose and sustainable and to accord with Policy CF3 of the South Oxfordshire Local Plan.

P25/S1725/DISWithin 3 months of handover of the Artificial Grass pitch to the school, a community use agreement prepared in consultation with Sport England has been submitted to and approved in writing by the Local Planning Authority, and a copy of the completed approved agreement has been provided to the Local Planning Authority. The agreement shall apply to the indoor and outdoor sports facilities and car parking and include details of pricing policy, hours of use, access by non-educational establishment users management responsibilities and a mechanism for review. The development shall not be used otherwise than in strict compliance with the approved agreement.
Reason: To secure well managed safe community access to the sports facility/facilities, to ensure sufficient benefit to the development of sport and to accord with Policy CF2 of the South Oxfordshire Local Plan.
The hours of operation for the approved padel tennis courts and associated lighting shall be restricted to 07:00 - 21:15 Monday to Sunday.
Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
