The proposed removal of paint from the external elevations of the listed building has not been adequately justified or explained in terms of its impact upon the historic fabric of the listed building. It is considered that the proposed works have a reasonable likelihood of resulting in damage to the historic fabric of the building and resulting in harm to its architectural and historic interest. The heritage benefits of the scheme have not been sufficiently evidenced to provide clear and convincing justification for the works and there is insufficient justification for the potential harm. As such it is considered that the proposals would be contrary to paras 200 and 202 of the NPPF when giving special regard and great weight to the conservation of the heritage asset as per NPPF paragraph 199 and in accordance with Section 66 of The Planning (Listed Buildings and Conservation Areas Act) 1990. The proposal would conflict with policies ENV6, 7 & 8 of the South Oxfordshire Local Plan and DoT1 of the Dorchester on Thames Neighbourhood Plan; the application fails to demonstrate that the works would not harm the significance of the heritage asset.
