Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to occupation of the final dwelling in each phase, a record of the installed SuDS and site wide drainage scheme in that phase shall be submitted to and approved in writing by the Local Planning Authority for deposit with the Lead Local Flood Authority Asset Register. The details shall include: a) As-built plans in both .pdf and .shp format. b) Photographs to document each stage of the drainage system on site. c) Photgographs of the completed installation of the drainage structures on site. d) The name and contact details of any appointed management company. Reason: In accordance with the requirements of Section 21 of the Flood and Water Management Act 2010 and to ensure the protection of the development from flooding in accordance with Policy EP4 (Flood Risk) of the South Oxfordshire Local Plan 2035.

Construction of the development hereby approved shall not commence above slab level in each phase until full details of the proposed lighting design and subterranean services and final tree planting locations in that phase have been submitted to and approved in writing by the local planning authority. Thereafter the development shall be completed in accordance with the approved details. Reason: To safeguard and ensure the long-term viability of trees which are required to ensure the proposal is in accordance with Policies ENV1 (Landscape and Countryside), DES1 (High Quality Development), and DES2 (Enhancing Local Character) of the South Oxfordshire Local Plan 2035.

Prior to commencement of the development above slab level in a phase containing a children's play area final details of the play equipment specifications shall be submitted to and approved in writing by the Local Planning Authority. The play equipment shall be specified to provide accessible equipment for all users against the need for more adventurous play and associated benefits. Reason: To meet the need for children's play space in accordance with Policy INF1 (Infrastructure Provision) of the South Oxfordshire Local Plan 2035.

Prior to the commencement of the development above slab level in Phase 6, the bin presentation points for plots 518, 519 and 497-503 shall be detailed on a plan to avoid conflict with proposed landscaping in accordance with the South Oxfordshire Waste Management Guidance. Thereafter the bin presentation points shall be installed in accordance with the approved details prior to the first occupation of the properties on those plots. Reason: To ensure the development will provide adequate waste facilities in accordance with Policy EP3 (Waste Collection and Recycling) of the South Oxfordshire Local Plan 2035.

Before any of the dwellings hereby permitted are first occupied, the whole of the estate roads and footpaths (except for the final surfacing thereof) between those dwellings and the existing public highway shall be laid out, constructed, lit and drained and if required, temporary or permanent traffic calming shall be put in place, in accordance with Oxfordshire County Council specifications. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy TRANS5 (Transport) of the South Oxfordshire Local Plan 2035.

Before any of the dwellings hereby permitted are first occupied in each phase, the proposed vehicular accesses, driveways and turning areas that serve those dwellings shall be constructed, laid out, surfaced and drained in accordance with specification details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development in that phase. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development in accordance with Policy TRANS5 (Transport) of the South Oxfordshire Local Plan 2035.

Prior to the occupation of the development in each phase hereby approved, cycle parking facilities shall be provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development above slab level in that phase. In addition, a final specification showing the accessible cycle parking facilities in locations adjacent to the Play Areas in accordance with the Design Code shall be submitted to and approved in writing by the LPA prior to commencement of development above slab level in the relevant phase and shall be implemented prior to first use or occupation of the facility or properties in that phase. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS2 (Sustainable Travel) and Policy TRANS5 (Transport) of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of Classes A, B, and C of Part 1 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (or the equivalent provisions of any order revoking and re-enacting that Order), there shall be no outward or upward extension or windows in the roof to the dwellings in plots 431-447, 349 and 350 without the prior grant of planning permission. Reason: In the interest of visual appearance, residential amenity and to ensure that plots do not become overdeveloped (Policies DES1 and DES6 of the South Oxfordshire Local Plan 2035).
