The site lies within the Oxford Green Belt, where there is a general presumption against inappropriate development which is, by definition harmful to the openness of the green belt unless there are very special circumstances which outweigh the harm. The removal of a single storey lean-to garage to the host property would not off-set the harm of a larger detached garage with home office above and therefore, fails to meet any of the exceptions listed under paragraph 149 of the National Planning Policy Framework (NPPF). Therefore the proposal is considered inappropriate development within the Oxford Green Belt and by definition harmful and the special circumstances submitted do not outweigh the harm by reason of inappropriateness. The development would be contrary to policies H20 and STRAT6 of the South Oxfordshire Local Plan 2021.
