Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the commencement of development, detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the application site, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, and Watlington Housing Policy Site B and Policy P1 of the Watlington Neighbourhood Development Plan 2017-2033.
Prior to the commencement of development above slab level, details of refuse and recycling storage shall be submitted to and approved in writing by the Local Planning Authority. The refuse and recycling storage shall be implemented in accordance with the approved details prior to the occupation of the dwelling to which it relates and shall be retained thereafter.
Reason: To ensure adequate provision for the management of waste in accordance with Policy EP3 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of development above slab level, a maintenance schedule and a long term management plan for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. The schedule and plan shall be implemented in accordance with the agreed programme.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, and Watlington Housing Policy Site B and Policy P1 of the Watlington Neighbourhood Development Plan 2017-2033.
Prior to the commencement of development above slab level, details of all street furniture shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details prior to the first occupation of the nearest estate road to which the street furniture relates.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of development above slab level, details of cycle parking facilities shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the approved cycle parking facilities shall be provided prior to the first occupation of the relevant dwelling and for provision in the public realm prior to first occupation of the nearest estate road.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of development above slab level, details of underground crate systems for trees that will be restricted by root barriers shall be submitted to and approved in writing by the Local Planning Authority. The underground crate systems shall be implemented as approved and maintained in accordance with the details approved under condition 4.
Reason: To ensure that trees have sufficient soil volumes to thrive and to help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, and Policy P1 of the Watlington Neighbourhood Development Plan 2017-2033.
Prior to the commencement of development above slab level, samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be implemented in accordance with the approved details.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, and Watlington Housing Policy Site B and Policy P1 of the Watlington Neighbourhood Development Plan 2017-2033.
Prior to the occupation of each dwelling, all carbon reduction energy efficiency measures for that dwellings shall be implemented in accordance with the Energy Statement hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
The flintwork on the exterior of the development hereby permitted shall be constructed using traditional knapped flint, individually laid as part of the construction.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and Watlington Housing Policy Site B and Policy P1 of the Watlington Neighbourhood Development Plan 2017-2033.
No dwelling with a vehicular access shall be occupied until pedestrian visibility splays of 2m x 2m at and above a height of 0.6m at that vehicular access have been provided and thereafter the visibility splays shall be retained without obstruction.
Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
