The site is situated on a ridge with wide open views towards the Chilterns Escarpment landscape area. The height, mass and bulk of the proposed replacement dwelling at this sensitive location within the Chilterns Area of Outstanding Natural Beauty (AONB) would be harmful to the landscape setting and character of landscape and the AONB. The proposal does not meet the high test to conserve and enhance the landscape and scenic beauty of the AONB required by paragraph 176 of the NPPF. In addition, the proposal is contrary to Policies DES1, DES2 and ENV1 of the adopted South Oxfordshire Local Plan 2035, policies 11 and 16 of the Goring Neighbourhood Plan, and the advice in the Joint Design Guide.
Insufficient information has been submitted to demonstrate that the development will protect a tree situated to the south-west that is protected by a tree preservation order (TPO). The development would harm existing trees, including the TPO protected tree. Utility routes and drainage details, further landscaping and levelling details including relocated tree protective fencing is required to fully assess the proposed development and overcome the above concerns. The development therefore fails to accord with policies DES1 and ENV1 of the adopted South Oxfordshire Local Plan 2035, policy.12 of the Goring Neighbourhood Plan, and the advice in the Joint Design Guide.
