The proposed development would result in the loss of approximately 250m of mature beech hedge and three trees within a group of protected trees which provide positive landscape and visual benefits to residents of the care home and screening to the adjacent plot. Collectively these all contribute positively to the character and appearance of the area therefore their loss is contrary to Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035 and Policy ENV3 of the Joint Henley and Harpsden Neighbourhood Plan 2022.

The route of a 1.5m wide public footpath cannot be accommodated for its full length through the site due to infrastructure which has been implemented contrary to approved plans. The development fails to provide a safe, width compliant and accessible route for all users and is therefore contrary to Policies TRANS2 and TRANS5 of the South Oxfordshire Local Plan 2035 which seeks to provide safe and convenient routes for cyclists and pedestrians and Policy T2 of the Joint Henley and Harpsden Neighbourhood Plan 2022 which supports maintaining and enhancing connectivity within the network of public rights of way.

The development is not accompanied by an ecological assessment and the removal of hedgerow and trees would result in a net loss of biodiversity contrary to Policies DES1 and ENV3 of the South Oxfordshire Local Plan 2035 and ENV2 of the Joint Henley and Harpsden Neighbourhood Plan 2022.
