Due to the scale, design and position of the proposed side dormer, the proposal would fail to visually complement the appearance of the host building and fail to preserve or enhance the character and appearance of the conservation area. Thus, it would conflict with Policies DES1, DES2, H20, ENV6 and ENV8 of the South Oxfordshire Local Plan 2035, Policy P1 of the Watlington Neighbourhood Development Plan policies, the technical guidance set out in the South Oxfordshire and Vale of White Horse Joint Design Guide 2022 and the National Planning Policy Framework.
