The proposed development fails to accord with the strategy set out in the development plan as the application site is not a site allocated for development. The site is outside of the built-up area of Benson and the proposal would not constitute infill development. As such, the proposed development is contrary to policies STRAT1, H1 and H4 of the South Oxfordshire Local Plan 2035 and Policy NP1 of the Benson Parish Neighbourhood Plan 2018.

The proposed development would not be served by an access that would be safe and convenient for all users to the highway network. As such, the proposal would have an adverse impact on highway safety and is contrary to Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The application fails to properly assess the traffic impacts of the proposed development, the potential delays on the local highway network and the resulting impact on highway safety. As such, the proposal is contrary to Policy TRANS4 of the South Oxfordshire Local Plan 2035 and Policy NP8 of the Benson Parish Neighbourhood Plan 2018.

The proposed development would not provide sufficient safe and practical accessibility by sustainable transport modes. As such, the proposal is contrary to Policies DES1, TRANS2 and TRANS4 of the South Oxfordshire Local Plan 2035 and Policies NP9 and NP10 of the Benson Parish Neighbourhood Plan 2018.

The proposed development would have adverse impacts on the breeding habitat of birds that are a Priority Species, and the application does not secure any measures to compensate for the adverse effects resulting from the development. The planned growth for the district can be located on alternative sites that would not harm the Priority Species and the benefits that result from housing development can be realised on these alternative sites. As such, the proposed development is contrary to Policy ENV2 of the South Oxfordshire Local Plan 2035 and Policy NP23 of the Benson Parish Neighbourhood Plan 2018.

The application is not supported by sufficient information to properly calculate the change in biodiversity value that would result from the proposed development. Based on the indicative plans and quantum of development proposed, it is highly likely that the development would lead to a significant net loss of biodiversity. The proposal is therefore contrary to Policies ENV3 and DES1 of the South Oxfordshire Local Plan 2035 and Policy NP23 of the Benson Parish Neighbourhood Plan 2018.

The proposed development would extend beyond the built-up limits of Benson into open countryside and would harm the landscape settling and rural character of the area. The illustrative layout and landscape strategy indicate that there would not be sufficient space to accommodate planting mitigation needed to limit adverse landscape and visual impacts, including in views from the elevated parts of the surrounding Areas of Outstanding Natural Beauty. As such the proposal is contrary to Policy ENV1 of the South Oxfordshire Local Plan 2035 and Policies NP28 and NP29 of the Benson Parish Neighbourhood Plan 2018.

The illustrative layout indicates that the proposed development would not provide usable public open space and play facilities to development plan standards. As such, the proposal would fail to incorporate suitable inclusive and accessible facilities to contribute towards the health and well-being of future residents of the development. The proposal is therefore contrary to Policy CF5 of the South Oxfordshire Local Plan 2035 and Policies NP20 and NP22 of the Benson Parish Neighbourhood Plan 2018.

Insufficient information has been submitted to make an informed and reasoned decision on the impact of the development on archaeology. Based on the information submitted, it is not possible to define the character and extent of archaeological remains at the application site or identify potential options for minimising or avoiding damage to archaeology. As such, the proposal is contrary to Policies ENV6 and ENV9 of the South Oxfordshire Local Plan 2035 and Policy NP6 of the Benson Parish Neighbourhood Plan 2018.

The proposed development would result in the loss of best and most versatile agricultural land. The application does not demonstrate that the development of this land is the most sustainable choice from reasonable alternatives as there could be areas of poorer quality land that would be preferable to develop ahead of this "very good" quality land. The proposal is therefore contrary to Policy DES7 of the South Oxfordshire Local Plan 2035.

In the absence of a completed Section 106 legal agreement, the proposed development fails to secure affordable housing to meet the needs of the district. As such, the proposal is contrary to Policy H9 of the South Oxfordshire Local Plan 2035.
