The existing dwelling is one of a pair of semi-detached properties which are identified as buildings of local note inside of the St Mark's Road Conservation Area. An Article 4 Direction has been served on this area. The existing properties retain the original timber casement and sash windows with rose glass glazed lights across the principal elevations. The original fenestration details make a significant contribution to the historic and architectural interest of the existing building(s) and the wholesale replacement of the windows would result in a significant change to the historic appearance of the property and would result in an unbalanced appearance of the pair when viewed from the street inside of the designated conservation area. Whilst there is some identifiable planning gain to be had through the addition of double glazing at the property, having regard to the opportunity to fit secondary glazing and the special historical and architectural interest of the existing fenestration details across the principal elevation and the contribution it makes to the pair of semi-detached properties and surrounding conservation area the proposal would result in an unacceptable level of harm to the character of the existing building and the conservation area.
The proposal does not meet the legislative tests set out within Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 where it fails to preserve or enhance the contribution that this building makes to the special historic and architectural interest of the designated Conservation Area and is contrary with polices STRAT1, DES1, DES2, DES6, ENV6, ENV8 and H20 of the South Oxfordshire Local Plan 2035 and policy SD3 of the Joint Henley & Harpsden Neighbourhood Plan.
