Conditions / Refusal Reasons
That having regard to the replacement windows and door, the works do not preserve the architectural interest of the listed building and represent harm to its overall significance that is not outweighed by any public benefit. The proposal is therefore contrary to the requirements of Paragraph 202 of the National Planning Policy Framework and to Policy ENV6 and ENV7 of the South Oxfordshire Local Plan 2035.

Insufficient evidence has been provided about the type of proposed replacements. Joinery details should have been provided with an explanation as to how the timber frames and glazing bars would be designed to preserve the character of the building. There is no heritage justification for this change. The proposal fails to meet the requirements of paragraphs 194, 200 and 202 of the NPPF because the significance has not been fully described nor the loss adequately justified. The replacement windows and door have potential to diminish the special historical and architectural interest of the listed building and there are no identified public benefits that accrue from the works, as such the works are contrary to the advice of the NPPF, Policy ENV6 and ENV7 of the adopted South Oxfordshire Local Plan 2035.
